Select the Transitions-Special Effect-Image Mask.
Drag and drop this transition filter to the transition area of the timeline as shown below. This filter takes a grayscale bitmap (an image mask) and compares the contents of each individual frames in Video 1B to the contents of this bitmap. For best result, the size of the image mask should be the size of each video frame (360 by 240, in this example). For each pixel in Video 1B at the position where there is a corresponding white pixel in the mask bitmap, the filter copies the pixel in Video 1B to Video 1A. For each corresponding black pixel in the mask bitmap, the pixel in Video 1B will not be copied. Grayscale pixels use the brightness level of gray as their transparency setting. A grayscale brightness of 75% creates a mix of 25% of the pixel color on Video 1A and 75% of the pixel color on Video 1B. This transparency settings create the smooth transition around the edges of the video title text.

The following dialog is displayed to select a bitmap file. Click Select Image... to locate the file 1mask360x240.bmp.

You should see the following display. The white area of the mask encloses pixels on Video 1B to appear on top Video 1A. If you choose the wrong bitmap file, click Select Image... again to pick the right one.
